Credit Access Business (CAB)

Texas’s broker workaround that lets payday and title loans run at triple-digit APR with no rate cap.

What "credit access business (cab)" means

A Credit Access Business (CAB) is a Texas model where the storefront doesn't lend to you directly — it "arranges" and guarantees a loan from a third party and charges an uncapped broker fee for doing so. The underlying interest stays low, but the CAB fee is not capped by state law, so real APRs commonly land at 200–500%.

It is the mechanism behind most Texas payday and title lending. Some cities (Dallas, Austin, Houston) add local ordinances limiting CAB loan sizes and rollovers, so protections can depend on where in Texas you live.
